The court made a surprise decision on Thursday the 18th. They did not rule that the program was unconstitutional, but that Trump's decision to end the program was unlawful, according to Attorney Luis Cortes:
This ruling, even based on procedural grounds, left me at a loss. I saw developing the tool as a way to not only demonstrate what I could do with Twilio, but also get my name out into the activist community. While this project was designed for the Latinx community, all that another community would need to do is translate or modify the branches. Other agencies could modify the app for other purposes; reporting abuse of animals or children, bullying, etc.
It's possible Trump may try again, and there's the abortion case from Louisiana that is yet to be settled.
