Is it justifiable for an IT position to be supervised by non-IT manager?

Is it justifiable for an IT position to be supervised by non-IT manager or someone who has little knowledge or no knowledge on ICT but has good knowledge on project management?

This kind of arrangement emerges some professional issues among which include but not limited to;

  • Disagreements during technical discourse.
  • Slow implementation
  • Low morale among staff.

Though, I also emphasis on a fact that the person who lacks in managerial skills and wisdom could be a nightmare no matters IT or non-IT background.
