Hostile takeovers over pure proof of stake open source digital assets

Does a decentralized currency with pure proof of stake rule exist?
ETH and DASH still use proof of work, so they are not pure.
EOS is a delegated proof of stake, which is similar to a parliament, not to direct meritocracy.
What is wrong with decision making by a majority of stake holders, or a big enough majority as is the case with dan's creations (I think it is a 13 out of 21 in BTS,STEEM and EOS)

If a big enough player buys a big enough stake to perform a hostile takeover, that player gives free money to the preexisting ruling class, and in case of success of destruction of the proof of stake system, it can be forked or copied and restarted or resumed as it was or better.
