I really enjoyed my business trips to Santiago and Iquique, and would consider living there, but they do not allow property ownership to foreigners. Which is great for Chileans, but not good for repatriation.
RE: The strength of your property rights can be rated by how high your property tax is. Chile has the strongest property rights of any economically strong country. If you farm your land you pay zero property tax in Chile.

Chile allows foriegn ownership. The strongest foriegn owner property rights on the planet. At least in the top 5.
