A timeline emerges for the foreign aid bill.

The Senate will be meeting again at noon. No votes expected today as Rand Paul is set to block any time agreement. The next vote is expected on Superbowl Sunday which will be a cloture vote on the substitute amendment (this is the measure that removes and replaces a bill in whole- the original border/foreign aid bill with the new standalone foreign aid bill).

Cloture requires 60 votes. Since it doesn't matter how many senators are present in regards to cloture, I imagine many Republicans will skip out for the Superbowl. This is the key vote to watch.

We'll have to see how things develop. Senate Republicans want some amendments in the bill, but if Rand Paul keeps doing what he's doing they may not get those amendments.

After Sunday, there will be a vote on the substitute amendment. This only requires a simple majority.

Then another cloture vote on the actual aid bill on Monday. Again that will require 60 votes.

Assuming things go as expected, then the vote on the actual bill should occur Tuesday or Wednesday. This will require a simple majority.

Schumer is set to postpone the two week Senate recess which starts next week to finish this.
