it shows you the top 20 voters in order by their amount of steem power. so if whales vote or downvote, they will be on top of your list.

Downvoting a post can decrease pending rewards and make it less visible. Common reasons:

  • Disagreement on rewards
  • Fraud or plagiarism
  • Hate speech or trolling
  • Miscategorized content or spam
