That's great and all but answer me this, can a state arbitrarily and erroneously convert a secured Liberty into a privilege and issue a license and a fee for it. And shuddles v Alabama concludes if they do try to take a secured Liberty an try to turn it into a privilege and issue a license and fee for it than you can ignore the law and engage in the right with impunity.
