Resilience is an experimental framework for "swarm taxation".

The idea is to move from using deterrents as an incentive in rule of law, to rewards, and that it could be done on top of a "transaction-web", formed by linking transactions together in a way that is a bit similar to Tim Berners-Lee's idea for the Hypertext Transfer Protocol (HTTP) and linking documents together into the world wide web (www).

In Resilience, rather than Silvio Gesell's decaying currency, RES is currency that "recycles", which was an idea made possible by the transaction-links.

The effect is similar to Gesell's decaying currency, tough with the dividend pathways and the transaction-web, instead of demurrage it uses transaction tax, and the tax is shared through these pathways (with potentially hundreds or thousands of humans. )

How it works is that each transaction you make, will grow a "branching scheme" as more and more pathways grow from that point on a graph, and this branch behaves a bit like a "positive pyramid scheme"

The whole system would be powered by the "tendency to chase security", and so compete with the niche that is currently filled by pyramid schemes.

The idea with the "tendency to chase security" is that people would use RES because they believe they would get rewards (through "recycling"), and this belief would run on top of a drive to secure basic needs. Then, millions or billions of people would choose to use RES simultaneously, and the "branching schemes" would form from that.

There is a big market for systems that tap into "chasing security", and RES could take over that niche, and potentially outcompete other actors (by providing basic security and so satisfying the Maslowian drive to chase physiological needs and safety needs. )
