Prior to HF20, the cost of a resteem on steemit resources was not defined at all.
After HF20, every resteem depletes your RC by a certain percentage, and every resteem confirmation comment depeletes RC even further
Conclusion of the matter:
HF20 has made resteems more relevant on steemit. By placing a cost on activities done on steemit, resteem services will become dearer to use over time, as RC usage will in the long run justify the prices pegged by resteem services.
