This was one of a trio of 'war' scoller releases on the C64 in the mid 1980's along with Commando & Ikari Warriors. Who Dares Wins 2 was probably the least well known of them but the one I actually played first.
The first Who Dares Wins was literally a Commando copy to the extent that the publishers Elite got it withdrawn hence the 2nd game was pretty much the only one available to buy at the time.
The music in the game is not on the same level of Commando with no in-game music and a simple rendition of Colonel Bogey on the title screen.
Much like the other 2 top titles in this genre, shooting was awkward as hell and you could only shoot at certain angles but I guess that was part of the game difficulty .
There were only 7 levels but as a teenager I don't ever remember getting much past the 2nd or 3rd outposts even though this was a much easier game than Commando.
File this one under 'remember it being better than it actually was!'
