I agree performance apprasial is a important hr process to let the staff to understand performance and what improvement needs to be made. However some company may require a fix % of bad employee which create bad and unfair to the system.

In fact, I believe that an employee should NEVER be entitled to an increase above inflation + their productivity increase.
If companies give higher increases, it is a BAD financial decision by the company.
