why Richest persons of world are not investing in inda ???

Warren buffet is the world's 3rd richest person , As per forbes he has 87 bn worth of property and his company Berkshire Hathaway owns 116 bn it means 7.65 lakh crore inr so the amount is so closed to recently declared our indian banks losses or we can say scams which amount was 9 lakh crores .
As on 2017 Berkshire Hathaway's portfolio was 10 % stake in american airline,4.75 % in apple ,17.5 % in american express and in axalta coating systems 9.5 %, So this shows that he dont have any investment in india.
As per IMF and World bank india and china is two emerging economy then also warren buffet dont have any investment in this two country,WHY ?? A Big Why ?we all know his biography so now talk on the main issue,warren investment policy is different then ours mainly the crypto trader and investors like want to be a billionaire in quick time,warren always invest for long for big profit,in 2010-11 his company tried to invest in india as insurance company but they had a bitter experience of indian system coz the procedure for company registration in india is very lengthy and messy so they cancel the whole project and decide not to work in india.
As a new investor in india once has to go through very long process of licencing and the main reason behind this is big corruption issue in Govt official and huge influence of politician on bureaucrat and it decreased the foreign investment in the country.
It always changes in the licencing process by Govt to Govt which lead the invester away, this is my personal view,thanks for read plz comment ur views it will be appreciated.
