Is a declaration of human rights akin to a declaration of war?
Based on your perspectives, it seems they're kinda the same.

If they actually put human rights above government interests, and then admitted that people have a right to defend those rights no matter what "laws" might say otherwise, it might mean something. As it is... just cheap, meaningless words.
