Chapter eight

in which Dmitry Medvedev can not get a dacha by the sea for himself

Besides taking the land in Rublyovka, Medvedev's tentacles made several attempts to seize state properties. We have two examples of openly criminal schemes that Medvedev's people pulled off. Coincidence or not- both stories occurred in Krasnodar region with the participation of the Administrative Directorate of the President of the Russian Federation.
We will talk about unrealized projects of "Dar" foundation and its close structures. In both cases, classic fraudulent schemes were used — the participation of two related companies in state contests. It turned out that the gang of lawyer-classmates of Medvedev does not disdain such methods of obtaining properties.
The first case is almost identical to the story of the land-grab in Maslovo in Rublyovka. It occurred in the village of Olginka of Krasnodar region. Previously, the rest house of the Administrative Directorate of the President of the Russian Federation "Tuapse" was there. A huge unused boarding house right on the beach — a very beautiful and picturesque place.

The territory of the boarding house in Olginka
First, the Administrative Directorate of the President of the Russian Federation put the buildings up for sale: the main building, dining room, and other buildings. It seems, the land area of 24.4 hectares, was going to be expropriated after the new owners will acquire the buildings. There were two applicants for the property of the Administrative Directorate of the President of the Russian Federation: “Nautilus” LLC and “Topgarden” JSC.

Information about the outcome of the auction
“Topgarden” lost the contest, but it fulfilled its real task- to ensure the visibility of competition at the auction.
Let's take a look at who ran this company.

СПАРК Data
This is an LSU law school graduate Alexey Chetvertkov (in the diagram). We have already encountered him- Chetvertkov —is the director of “Sotsgosproyekt”.
But for whom was this scheme planned? Let’s take a look at the winner of the contest "Nautilus" LLC.

Extract from the Federal Service for State Registration
The owner of "Nautilus" company at the time of the deal was Dmitry Vladimirovich Solovyov. He has always been and remains one of the founders and director of the Foundation for Social and Cultural Initiatives of Svetlana Medvedeva (FSCI; RUS ФСКИ).

In the end, it seems that something went wrong with the purchase of the site on which the boarding house is located. A land in the coastal forest protection zone cannot be sold at all, but it is likely that it is leased. However, it is also possible that the property rights to this land have been passed to a new owner, but the documents about this have not been received by the Federal Service for State Registration. Anyway, construction is not yet underway on the territory of the former boarding house. Nevertheless, the case in Olginka is an obvious example of illegal seizure of state property by means of preliminary collusion and participation of shell companies.
Medvedev's companies tried to repeat the same scheme with another real estate- also in Krasnodar region. This is a well-known case that has gained wide publicity thanks to environmentalists.
On June 23, 2008; the results of the auction, for the right to lease 119.8 hectares of land for 49 years in the Dyurso Peninsula area, near Utrish State Nature reserve, were summed up.

The land put up for auction
There were only two bidders: the foundation for regional non-commercial projects "Dar" and a certain Moscow firm "Russian broker" LLC.

Decision of the judges
And just as in the case of Olginka, the "Russian broker" turned out to be a fake participant, invited in order to ensure the victory of Dar“. Not only is the scheme with a fake competition the same, but also the firms are connected with the same person — Alexey Chetvertkov.
It is exactly him who today acts as the founder and director of the "Russian broker" firm, which apparently contested for the land lease in Utrish.

СПАРК Data
Please note that the previous owner of "Russian broker" was Natalia Kharitonova- the former director of the "Mansurovo" agricultural complex.
They were going to build another palace on the territory of the reserve. The plans were grandiose. The project documentation also remained — they intended to build a "sports and recreation complex" in Utrish, and they had already begun to cut a road to it. According to the plan, this complex includes a helipad, in addition to many buildings.

Project documentation of the complex in Utrish
The project had to be signed by Kozhin (the head of the Administrative Directorate of the President of the Russian Federation at that time) and Murov (the director of the Federal Protective Service). In the forest plan of the Krasnodar region, the Administrative Directorate of the President of the Russian Federation was generally indicated as the initiator of the construction.
Due to unknown circumstances, the construction of the palace in Utrish did not commence. However, the right to use the land is reserved for "Dar" foundation until 2057. "Dar" is in no hurry to part with the Utrish land and till this day, it continues to pay the annual rent.

"Dar" foundation pays the rent for the land in Utrish on time
Whether something is built there or not- it is important to remember that "Dar" received the rights to the land in Utrish reserve as a result of criminal conspiracy. The same scheme was also used on the "Olginka" boarding house. The fact that the land is empty should not be misleading: “Dar" has another 40 years to build anything there. Perhaps Dmitry Anatolyevich just can't decide which of the coastal areas he likes best.

In Krasnodar region, Medvedev's people got two valuable assets — a plot of land in Utrish and an old boarding house in Olginka. By resorting to criminal scheme both times: fake competition in the contests was provided by controlled firms. The similarity of these stories- their connection with the administration of Krasnodar region, the Office of the President, as well as with the foundation of Medvedev's wife, allows us to say that the beneficiary of these deals was Dmitry Anatolyevich himself.
