The Ministry of Finance of the Russian Federation is considering the possibility of establishing a transition period for individuals before the introduction of taxation of transactions with cryptocurrencies. This was announced by the Director of the Financial Policy Department of the Ministry of Finance Ivan Chebeskov during the round table "Crypto industry: trends, technologies, regulation".

Chebeskov noted that for some citizens, taxation can become a "disincentive factor" when disclosing investments in cryptocurrencies.

"There are no decisions yet, but we are discussing various mechanisms of a certain transition period from the point of view of taxation, so that it would serve as an incentive to declare their holdings in these assets. In fact, we believe that if there is a period of some kind of amnesty for those citizens who are engaged in this for ordinary investment purposes (decent and conscientious citizens, of whom, I am sure, more than 99% of our citizens who are engaged in this), they will declare, because they have nothing to hide," he said.

The representative of the Ministry of Finance also recalled that the digital currency is planned to be equated with property for tax purposes.

"Just as you receive income on a security, you pay tax on this income. That is, you bought a share for 100 rubles, sold it for 200 and from 100 rubles you, as an individual, paid 13%. It is assumed that it will work in about the same way," he explained.

On February 8, the government of the Russian Federation approved the concept of regulation of digital currencies, which provides for licensing of cryptocurrency exchanges, the division of investors into qualified and non-qualified, and other provisions.
