The Bible with a beautiful saying explains that the law of Moses should not be a dead letter, but should be kept with devotion in the hearts of men: "These commandments that I give you today are to be on your hearts" Deuteronomy 6:6. This expression is very similar to another: "Fear God and keep his commandments, for this is the whole duty of man", Ecclesiastes 12:13. These teachings have something in common, because fundamentally they are expressions of the wisdom of the people of God, and what these expressions especially tell us is that men must accept what comes from above with a heart of flesh and not of stone.
God established through the prophet Moses a covenant, and a covenant implies a reciprocal relationship between the parts, God promised the land, Canaan, along with divine blessings to the Israelites, and in turn, the Israelites promised to worship the only true God and accomplish the law.
God had chosen Israel over all other nations, to make it a holy nation according to his divine plan: "For you are a people holy to the LORD your God. The LORD your God has chosen you out of all the peoples on the face of the earth to be his people, his treasured possession" Deuteronomy 7:6.
And the Lord in his wisdom established all this for the progress of humanity because men lived devoted to the worship of false idols and the practice of ruthless laws such as the laws of the Code of Hammurabi.
That is why the old covenant, in opposition to the perversion of the pagans, mentioned the importance of love; in essence, all the commandments of Moses, the Book of Deuteronomy explains, can be reduced to just one, because all of them are ultimately derived from it: "Love the LORD your God with all your heart and with all your soul and with all your strength" Deuteronomy 6:5.
