Liquidity vs Stability
Sometimes things are concieve to work in certain way but reality gives you some different outcome, that is the moment to learn and adapt, and this is what is happening with the SBD. In theory, the existence of SBD was meant to provide certain stability to the Steem economy, having a cryptocurrency pegged to the US dollar, so the fluctuations of the STEEM would not messed up with everybody's finances. Supposedly the pegged crypto gives the investor and user to have a reliable and stable way of storage your money, but in reality we all have seen how the behavior of the SBD is more like a liquidity token than store of value.
The scarcity property of the SBD and the reward system of Steemit made the token go up in value, even surpassing the STEEM token, which today make impossible the idea to decreased by force to the $1 dollar value per SBD. The SBD behaves like cash, it is the everyday income earned by content creators and its usability is just a way to cash out these earnings. The vested system of the SteemPower makes STEEM a better store of value for the conditions of how Steemit works than SBD, because in the long run will give you redundantly more power and better reputation than just the easy to exchange and good value of SBD. Without even mention that the scarcity of the SBD probably will make the value go up in the market as investors sees it as a hot token with a growing value due to the Steemit's success.
Steem Cash is how Steemians spend their earnings
This rebranding will come as a psychological acceptance for the community to understand what should be the financial behavior of the platform. Powering up is a way to show how much we believe in the company and to secure the future of the platform, is a better model to just cash out your SBD than Powering down, aside whatever individual case of complication, this is an example just to simplify the utility of the SBD token.

There's no point in calling them steem dollars if they don't trade anywhere near $1
