Stop @zeartul from being able to cash out his earnings. Make @poloniex aware of his Steemit scam.
I admit, this is a long shot, but it's something we can at least try.
I've submitted a support ticket to the help desk at Poloniex.com with the memos that @zeartul (and his alt accounts) are using to transfer his funds to the exchange. They will be able to identify which user it is based on his memo...as to whether they'll actually take action on it is questionable, if not unlikely, but it's something.
Here is a copy of the e-mail template I submitted to Poloniex.com. You can sign up to submit a ticket without being a registered member of the actual Poloniex exchange at https://poloniex.freshdesk.com/support/home.
I submitted this under the "General Question" category. Feel free to copy and paste, or add your own personal details and story to make it better:
Hi, I wanted to make you aware of a scammer that is transferring coins to Poloniex. I am unsure of the user's e-mail address or username, however, I can tell you the memo codes that this user is currently using. These are the memos:
For the currency STEEM: 2e406d3a0c966c45
For the currency STEEM Dollars (SBD): e822d950a5126ee2
This user (who goes by the username http://steemit.com/@zeartul and http://steemit.com/@bellyrub on the website Steemit) stole countless deposits from users through a Ponzi scheme and is in the process of cashing out his illegitimate earnings via your exchange. I understand you are not law enforcement but if there is any way you can investigate this account to prevent him from laundering these illegal funds, the entire Steemit community and I would greatly appreciate it.
For background and reference as to what is happening, please reference this posts:
The scammer claims to no longer own the account referenced, but money is still being sent to the same Poloniex account. I sincerely hope you can do something about this, as this user took a lot of money from people, and we'd all rather see him not get away with his illegitimate gains.
Thank you for your time and attention.

Again, I know this is a long shot, but it's something that might yield some results if enough people petition Poloniex.
Don't let this con artist get away with stealing your hard-earned money... We can at least make him sweat a little:
Thanks but this won't work. We can't have a group of ppl stop the flow of Steem even if it's a known scammer because it opens the door for other legitimate ppl from cashing out if some ppl just decide they don't like them. Polinex won't want to deal with this headache either. Karma will get this son of a bitch. I'm sorry to whoever got taken 😤

Thanks for the upvote and the comment! Poloniex has discretion to shut down accounts of users it believes are violating the law according to it's terms of service, so I think that door is already open, really. I still think it's worth a shot and can't hurt to try, but I understand your point of view.

I agree with @goldenarms, it's a good effort, but I don't think it would be enough. I'm hopeful that it is though just to discourage scammers like that from surfacing. I'm sorry for those who got stolen from as well. Charge it to experience and just be more vigilant the next time. I've used voting bots before, but never bellyrub mainly because zeartul has always struck me as a scammer even before he started the service.
Best of luck with it though, I'll be submitting a ticket with your template in hopes of making a difference.

You stole money from cancer victims and people who trusted you, and you've already defaulted on payments to them prior to your, uh "sale." You have no sense of responsibility or ethics.
I'll share whatever emotions I please.
