Looks like they've made tissue engineered robots. Photo shows them in titanium molds.

They fabricate them by taking growing living skeletal muscle cells from rats or chickens and place them on scaffolds which are non-toxic to the cells. They build them in ways in which they act as fins or legs when they are stimulated.

They seem to have limited lifespans right now but they are working on ways to toughen them up. Besides using these creates to spy on you they could be used for drug delivery, or tissue repair within your body. Probably the most interesting combination of scientific areas coming together for a potentially world changing technology. Science fiction is becoming non-fiction
