Will the venom of this kind of snake have effect on mongoose? I heard it’s resistant to snake venoms

Hard to say. Mongooses have evolved a resistance to cobra venoms because they share an environment and often compete with cobras. While they may be highly resistant to cobra venom, they might be more susceptible to other kinds of venom (there are a lot of different venoms out there). Because the tiger keelback snakes and mongooses don't share a habitat, it's hard to say what sort of effect the venom would have.

For example, there are rodents that are almost immune to the effects of a cobra, but may be killed easily by the venom of a taipan. It all depends on what species they have evolved a resistance to. Evolving a resistance to one snake's venom does not protect you from all of them (you can almost imagine it like different strains of the flu virus).
