This was a cloture vote, not the actual vote to pass the bill. In the Senate, one senator can filibuster legislation (if it isn't part of budget reconciliation). So to proceed to the actual vote they invoke cloture to end the filibuster. For legislation in the Senate that requires 60 votes.
It is probably a good sign for the final vote. But if reporting is accurate not all the 67 senators that voted for cloture have made it clear they'll vote for the bill. So we'll have to see what changes they want in the bill.
