There will be a vote tonight to replace the original border bill with the standalone foreign aid bill. That just requires a simple majority.
Then there will be another cloture vote on the actual Ukraine aid bill. That requires 60 votes.
Then we'll finally have the vote on the Ukraine aid bill on Tuesday. That's just a simple majority.
The main hurdle has already been overcome. If anything the number of supporting Senators is probably going to increase from the 67 that voted in the last vote. So it is just a matter of time before it finally passes.
Rand Paul and Mike Lee are expected to drag this out, but they can only delay the inevitable. Since cloture was invoked, there is a limit on the amount they can delay. Note the Senate was supposed to already begin a two week break this week.
So I'm sure these two aren't very popular right now.
