The next vote is expected at 1 pm. It will be a cloture vote for the substitute amendment (this replaces the old border bill with the new standalone foreign aid bill). 60 votes are needed.

With cloture votes, it is a hard 60. A bunch of the Republicans are expected to be out of DC for the Superbowl.

If it passes, then we'll have another cloture vote on the actual bill Monday night. And finally the vote on the bill Tuesday night/Wednesday.

The first cloture vote today is the most important to watch. If that passes, then the bill should pass.

Still no word about the House. Mike Johnson hasn't said if he'll hold a vote on the bill. But Dems can do a discharge petition that forces the bill onto the floor. They would need 6 Republicans to vote with them- it requires an absolute majority of the House. Generally speaking, discharge petitions are rare as party members don't want to defy their caucus leader.
