It's an old streetlamp. It's pointed back to a sign that isn't there anymore. Behind that is a power line running for the construction site where this is located.
This is on the corner of an old power plant that was torn down in the 60's. The site was vacant until recently and now they are building houses on it. There were a few old things along the fence. That box thing is a light added later, but still kinda old and not working for years.

For many years construction was blocked. People wanted a park. Or just leave it alone. I don't know how they got permits to build.
