hello whats up with votes to account?
I've rented over 5k Steem Power which makes my shadow rank 9.2 and each 100% vote $0.19c
yet only receive votes worth 8.8% from shadowbot members and author rewards for a week are only $4, off which I've up voted $1 being $3 in rewards and my contribution assuming the 50% minimum amount of my voting is used = $6.3 if i put 100% voting would by $12

Your votes are based on a moving average. You will see as you make new posts the % increase fully! This is a feature that works both ways and helps ensure everyone fairly gets what they should! Just make a new post and see!

how is that fair or correct?
i have been renting Steem Power for months without posting if an average is in place shouldn't i be receiving bonuses now for all that time?
my account shows this feature has problems since i give over double the amount i get and this is assuming 50% of my voting at 100% i would be giving 4 times the amount i receive.
i dont see how making a new post and waiting 7 days to see would show anything but waste my voting i have 7 active posts and % i have received have already changed since renting 5k sp,

It is over your old posts, every new post has the current Pool Priority set. This does not take months this takes just making a new post and it will have your new priority set on that post.
