We gave out the boosts, but then had to refactor everything after HF20. The code being released does nothing and ned himself admits this. He even said we won't know till it is released how it will effect the system. After seeing the effects it was obvious ranks needed to be adjusted, some for abuse, others because the platform had changed. We are back on the charted coarse now and hopefully there won't be anymore drastic upgrades from steem!
