Because Russia's economy is not even close to fit the definition of "normal", and certainly, the more effective, millions of Russians are in debt bondage. Interest rates on loans are rising, real incomes are falling. Many people in Russia have to obtain very expensive loans, literally, the Essentials.
The reason for the high rates is the lack of Competition in the banking sector. And okay, it was imperfect Competition in oligopoly, when the market participants of the seller is a limited number of players that are trying to demonstrate to the citizens. After all, it would seem, we have several large banks who compete with each other. But it's not. Not Competition, and pseudocongruence, the real monopoly. The monopolist and the chief beneficiary in Russia is the so-called state (that group of people who so calls himself, and that which calls itself private traders, while actually being part of the first group). The state decides, issuing licenses and depriving them, who can participate in the section of the pie. State, producing only their players, acts illegally, embodying corruption schemes and violating antitrust laws.
Therefore, when you change the system, quite logical would be to undertake a debt Amnesty for citizens and entrepreneurs. A new economy should be built from scratch.
