Haven't actually been paid. It's just potential earnings so far. A payout would not happen until six days from now. Between now and then, someone with a fair amount of Steem Power could downvote my comment and reduce the earning potential to zero. People here are free to use their Steem Power any way they like.

No, and that's the central core of Steemit. New Steem is created every day. When you upvote someone, you are in effect voting that that person should earn some cryptocurrency but it does not cost you anything to do so. But people who have more Steem Power also have more weight attached to their votes. A newbie here has some voting strength, but not much. Over time, you can slowly build up your voting strength, either posting content that others upvote (like I just did in a small way to your comment), or directly by buying Steem Power.
