basically The upvote benifits aren't clear to me. I don't understand what 20 upvotes per week means.

Does it mean we can spend our points on 20 different posts? Or are these upvotes separate from these partiko points?

Downvoting a post can decrease pending rewards and make it less visible. Common reasons:
