Govt. focuses mainly on giving self defense training to the women and promoting products like pepper spray, emergency call button on mobiles etc. Pistols are also available, but most women prefer to carry pepper spray. But the thing is that when you are surrounded by 4+ armed men, then sadly no tool comes to your savior, other than your luck mostly.
