Incentives would be nice, but solar itself has come down enough that they are not required. The international community sees the fact that it is so beneficial, however America is so engrained in the status quo and determining a way to control the energy that the people must lead the change before they will follow.
Only when the American community sees that it is in their best interest will the solar revolution go viral. Everyone needs to take control of their power.
