NASA doesn't build rockets. It gives orders to companies that build them. They reward companies that have a lower price. In fact, SpaceX has and had some contracts with NASA and I think in the future they'll have more, because I don't believe other companies will try to lower the prices (with technologies) to compete with SpaceX.
