Football/soccer fans: which continent has the most and best supporters?

This is a picture from a 2016 Copa Libertadores match, between Caracas Fútbol Club and Huracán Fútbol Club. This made me wonder: which continent has the best football/soccer fans? I mean, do football/soccer clubs in Europe create speciall songs and are as enthusiactic as latin americans are when waving a football/soccer club flag? What about Asia, Africa and Oceania?
