How an user will be active?
Someone apply for registration. Then he/she have to wait for a long time. People get bored before entering in steemit.
I told some of my frnd about steemit.
Now they are laughing at me for not been accepted.

Downvoting a post can decrease pending rewards and make it less visible. Common reasons:

    Yep, the approval process is really too slow.
    But it also protect the platform because creating an account has a cost.
