Question about Steem hardfork!!!

I am seeing the below message coming up on Steemd


Can anybody please let me know what this exactly means.

Would there be any impact of this on the way Steem is currently operating.

Also would like to know if I would be able to transfer my STEEM's from exchanges to the Steemit site after the hardfork is completed.

Appreciate any help!!!!
