Downvoting a post can decrease pending rewards and make it less visible. Common reasons:

    Reduced inflation, less selling pressure on STEEM, and increased difficulty/competition for rewards especially self rewarding and group rewarding.

    Another aspect is helping the SBD peg when SBD is overvalued (worth more than 1 USD), but that doesn't come into play right now.
