It seems that Dan will develop Wren-based smart contract chain, which is also based on Steem technology. I think that once Dan's produce is stable, Steemit team can implement the smart contract feature easily. Go Steem!

nope. it's called communication with real people.

As I've seen several days ago he forked two repos of steem code to his own github account. This change of licence might be related to the joint statement about parting ways.

I am not exactly sure what this means or could mean... can you elaborate on it a bit?

Just my guess is Dan wasn't able to use Steem codes under Steemit license, but now the issue has been resolved and he can use for his smart contract things.
