Can I Buy Steem Dollars with Steem on Bittrex

It is very difficult to get a direct answer about some things that should be so simple.  I have been attempting to find out if I can buy Steem dollars on Bittrex with Steem.  While attempting to get an answer to this question I stumble upon a post that is telling me there is an internal platform and an external platform for buy these coins and only presenting an internal platform makes things very confusing to say the least especially after being told that the cost on the internal platform is higher than the external platform.  What ever happened to keep it simple?
