It's definitely the official RT account, they've publicly announced joining Steem:

And no, I don't think that selling their SBD is a discredit to them, they can do what they want with their earnings.

    You're assuming that the responsible of the account is doing that with the knowledge of the institution, my point is that is somehow absurd that RT wants some miserable amount of SDB for them.
