This is a great initiative, but when does someone stop being a minnow? How is this measured?

When you have more than 10000 SP on your account
Downvoting a post can decrease pending rewards and make it less visible. Common reasons:

It's actually ~500 Steem Power. Once you have ~500 SP, you officially have the "Vote % Slider" option every upvote you make, and you are officially a Minnnow at this point. I'm pretty sure 10,000 SP makes you a Dolphin.
