What is a power down?

I just started a power down but i don't know what its for? any help? i can't find any responses on the web about it

    powering down starts converting steempower to steem. it takes 13 weekly payments to power down completely. steem can be transfer to exchanges.steempower cannot. powering down completely make issues of lacking bandwidth and making you unable to use the site.if you want to power down and still claiming rewards on the way, stop it after first payment and power down again as it is recalculated.
