Does it make sense to have a lot of steem power? It seems impossible to make more than a few pennies through curation.

It's an additional incentive to holding STEEM. You'll gain a bit of inflation by default based on the stake you hold, in addition to curation rewards and if you choose to do so, author rewards via vote-selling. On the other hand, you can also just delegate your Steempower away, for example to a project that gives you their own tokens in return.
Downvoting a post can decrease pending rewards and make it less visible. Common reasons:

It makes sense if you like rewarding people for posts, comments and whatnot.
With the 50/50 author/curator changes coming on HF21.. It will be more lucrative curation wise.
