I have seen some retaliatory voting happening before. So yeah down vote a whale and you might be flattened by the tail. :)
EDIT: Though it was not a whale I saw doing retaliation... so likely not an issue. Our down vote has very little impact on a whale. We are but Ramora's clinging to their side. :)

@dwinblood If your Rep is lower than the person you are downvoting then you have no effect on them anymore. That change was instituted as part of the new Rep system and has nothing to do with SP anymore. It was added as an abuse prevention method to stop low Rep/SP bots from swarming and still collectively being able to have an effect on a post.
