It sure looks like it did, at least according to the VICE Whitepaper.
If my reading of the VICE Whitepaper is correct, it looks like the VICE snapshot of the steem blockchain was scheduled to take place at block 18,500. (typo of 18,500,000?)
"Upon the token’s launch, 400,000,000 (10%) of the genesis tokens will be air dropped to Steem holders of block number 18,500 on the Steem Blockchain."

Which means the snapshot happened within the last couple hours if that is indeed a typo.
Cool! What's a snapshot and how does that benefit me?
If you are not familiar with what I mean by "snapshot", basically it just means that the data will be recorded at that point in time and later coins will be airdropped according to the ownership at that time. The time of the snapshot.
I'll give an example of what I am talking about below.
According to the Whitepaper it looks like 400,000,000 million VICE coins will be airdropped on steem owners as of their holdings from a few hours ago.
If you take 400,000,000 and divide it by the current number of steem in circulation, (roughly 263 million), you get roughly 1.52 VICE coins per steem coin.
Which means you can take your steem total and multiple it by 1.52 to see how many vice coins you will receive when they are airdropped.
Using my total as an example, we can see that I would receive 1.52 x 116,000 (my steem power), which would be equal to 176,320 VICE coins.
Cool! How much value is that?
Well, the ICO is pricing VICE coins at $.05 per coin, so to get the total value received based on the ICO price we would just take that 176,320 number and multiple it by $.05.
Which would be equal to $8,816.
Not too shabby for a free dividend!
However, often the ICO price differs significantly from what the coin actually trades for when it goes out into the market place.
What happens if instead of trading for $.05, it trades for $.10 or $.30 or $1.00?
You can do that math from there to see what your air dropped coins might be worth. ;)
It will be up to you to decide whether you want to hold these coins when you receive them to speculate on future price incrases or liquid it them right away to realize your profits.

I think this will help: Chang your password on steemit first after any share drop (then any other share drops like golos that have the old password) then make a claim. It is better if you can claim using the active key and don't have to use your master password or owner key..

Unfortunately we’re on block 18,500,000; not 18,500. With 3 second block times the snapshot was of Steem about 15 hours after the chain launched and is rewarding only founders.
I was disappointed by this, as well as the fact that Vice is starting its own chain and not an SMT.
To be fair, I do harbor the hope that it is a typo in the Vice white paper. 18,500,000 does correspond in time very well to the beginnings of their token launch - which may be no coincidence.

We can hold out a little hope! Vice lists their pre-sale as starting tomorrow, so it seems logical that the Steem snapshot could have been envisioned to take place just before that. And for those used to blockchains like bitcoin, 18 million blocks may seem crazy and account for a white paper typo!
However it is likely that when Vice changed their strategy from an SMT to their own chain, they may have scored some extra tech support and consulting from Steemit Inc. with free shares aimed right at the founders. We’ll see!

Like it or not, porn has been the driving force in advancing video technology, including internet streaming. Some 30% of internet traffic is estimated to be porn. If decentralized blockchains are the future of the internet, this sort of thing is going to be a big deal.
As others have pointed out, this isn't so much a reflection of Steem as a copy with some different features and goals which could compete with some current uses of Steemit. If you don't like the seedy side of Steemit, this could actually be good news, as users may prefer to post that stuff on VICE.

As I noted in some above comments, I don’t believe this sharedrop will affect many Steemians. The referenced block occurred on day 1 of the Steem chain.
The only other sharedrop I know of was the launch of Golos. Steem accounts at the time it launched had an equivalent account created automatically.

I don't have many STEEM units in my account. But I'm glad I had sent them over from Bittrex a few months ago, and had left them there instead of cashing out immediately from the price appreciation. It's not like I'm going to be rich selling those units. The better thing to do is to leave them here. This is a free, ad free platform, with a high bandwidth limit, set up with a rpg video game style interface (power ups,online interaction, etc), value owned by its participants that get to freely exercise their voting right on what content is worthwhile, outside of international status quo financial policy. Was at a nye party with many 22 year olds. I found one with some crypto knowledge and told him about steemit. He was extremely interested in it, but the rest of them had very little understanding of blockchains or any economics.
