INDEED it does, my friend. I realize they think they have bigger fish to fry, atm, with the whole Ned v. Secret-witness-discussions business, but I've posted my suggestions everywhere, and never had a single witness (other than @ura-soul) ever even respond, and he (basically) says no witness really cares about the issue of malicious, unprovoked and automated ideologically-driven downvoting campaigns.

The 7 day window is a double edge sword, same as flagging is. It can be good and it can be abused. It's there so that actual scammers can be caught within that 7 day window. That's why so many scammer types self upvote on day 6, it gives less time to be caught and have it flagged away.

You're literally BEGGING for people to upvote you because you have been downvoted.
