They exist as a response from abusers who get downvoted by antiabuse orgs, as a futile attempt to make it look like all downvotes are unjustified, this comes from way before the HF21, the SDL botnet existed from a long time ago, its run by Noganoo if you need to know.

Not in the network of downvote bots per se, their economic interest is to be free to abuse the platform without getting downvotes themselves, its a poor psychological operation basically, tryng to convince people that downvotes are bad via downvoting everyone with worthless accounts, but people are wiser, they know what downvotes count and which ones are meaningless.

Look at @noganoo bearshares and weku history (two poorly implemented steemit clones where he has had stake or involvement until he show his colors).... Actually google his name and you will see the miriad of complains.
