I'm actually surprised we haven't seen more accounts frozen yet. The lack of response from other exchanges is a bit disheartening.

Some of those accounts hold over 100K in steem, its literally theft

Yup. How can you invest in a chain that has 20 paid shills? They all said, "We will never implement a fork that would freeze assets".
The only thing that had to happen to avoid this was for Justin to take the time to visit the steemdev slack and talk to the witnesses.
I still think the fork would have happened. I do believe that no assets would have been frozen provided Justin wasn't opposed to the fork.
It may have worked out the best this way for Hive though. The media coverage has been nothing but good for Hive.
