I have earned 23$ on a post that has only 13 up votes but earned 0.43 that has 103 up votes.

    You're 23$ post has most likely a couple of whale votes, the value of the upvotes all depends on the accounts who are upvoting. (mostly the amount of steempower in these accounts) the more SP the more voting power they have.
