Could explain deeper using my account above? Such as what the value means? How would one withdraw the value out? Should I have let it be in the steem system instead of claiming them? The account is worth 28 dollars or 6.4 dollars? How each value is different?

    28 is the estimated USD value of your account, while 6.4 is the amount of SBD you have (the dollar sign is misleading because Steemit wrongly assumes that 1 SDB = 1 USD).

    Holding STEEM Power allows you to earn by upvoting. Withdrawing requires sending your STEEM tokens to an exchange.
