For smaller users that want to power up steem, allow them to pay a small fee in liquid steem to do so. This can then be added back to the reward pool, go straight to stakeholders or just burnt.

If they power up, they gain mana as well. Surely this is a better investment.
I don't think buying "RC" only would be a very good investment unless it was pretty cheap then it would counter the entire point of RC's in the first place.

With HF20, you receive a minimum amount of RC with even 0 SP. This is enough to only do about 3 comments every 5 days, but voting and powering up is a cheaper operation.
